I'm sorry if I was unclear! It's not that he only waves to people he knows or anything like that. He just doesn't wave much at people in specific. He'll wave into the crowd, but he doesn't meet people's eyes and wave at them in particular very often, and he never does the requests on people's uchiwa or anything like that. I think it's just his style-- for example, if he doesn't single anyone out, then no one gets left out, either. He's definitely walked close to me and waved in my general direction before, but this year was the first time he actually met my eyes and waved at me in particular, so that's why it was exciting!
